The first portion of this ammendment, "based on compliance ... of MINHERS", appears to be effectively reintroducing a previously present portion of the MINHERS standard, 309.9.2, which read

303.9.2 Approved tools. Rating software tools shall be accredited by RESNET through
compliance with the “RESNET Rating Software Testing and Verification Procedures” posted
on the RESNET web site at www.natresnet.org (see also Chapter 1, Section 102.2.1).

The previously present 303.9 section "Software Rating Tools" does not seem to have a direct analogue in the standard as currently written. There are some pieces of it present, and this ammendment adds another piece. So my question is this: Should the whole section be reinstated in some form?

I think that a better location for the newly introduced section 301.4 for 'software technical appeals' is in Chapter 1, where you are already talking about Rating Software, perhaps as new section 103.4. That Chapter 1 title should have also been updated.

Chapter 1- RESNET National Standard for Quality Assurance Providers and Rating Software

103.1  Accreditation
All HERS Software Tools shall be accredited by RESNET based on compliance with the test criteria specified in the most current approved version of RESNET Publication 002 and Chapter 3 of MINHERS.
103.1.1 Changes to the requirements of Publication 002 shall be governed by RESNET’s Standards Development Committee 300.

301103.4 Software Technical Appeals.
Technical appeals for software tools shall be submitted to the RESNET Standing Software Consistency Committee (SCC) for resolution. Software accreditation shall not be delayed due to a Software Technical Appeal.
