The language of the Effective Dates for Amendments could prove impractical for software vendors without additional clarification.  NORESCO proposes inserting the language of 502.4.1.1, provided below, to ensure that vendors of accredited software have adequate time to implement changes required by Amendments.

502.4 Effective Dates for Amendments

502.4.1 Effective Date. The Effective Date for amendments shall be the earlier of the January 1 or the July 1 immediately following their approval for publication by the SMB unless set otherwise by the SMB or RESNET Board of Directors. In no case shall the Effective Date be less than 30 days after the date of SMB approval.

Exception: Interim Addenda take effect immediately upon approval,

502.4.1.1 Required Software Implementation Date.  Software vendors shall be given a minimum of 90 days before implementation is required in an accredited version.  Implementation dates for major changes shall be determined by the Energy Modeling Director in conjunction with the community of accredited software vendors.

502.4.2 Transition Period. When amendments to these standards are approved, the SMB shall define a Transition Period not greater than 6 months. The Transition Period for amendments that affect the inspection, testing, registering and certification of Dwelling Units shall be applied as follows:
