I dont understand the reasoning for the original choice for requiring the additional testing of existing raters. As a carpenter/builder of 40+ years (90,000 hrs) and a Cerified Hers rater I dont even have to use a ruler to know what the dimentions of framing lumber are, its second nature. I beleive that a requirement for new Hers rater canidates should be a reasonable time/experience in the construction industry. Learning from a book only goes so far, real life on the job experience helps to make preception more intuitive and less rote. Thank you Proposed Change:

In my experience, more repetition of a task leads to better understanding. Rating a house consists of many aspects and many processes. During our training as raters, it is not too difficult for some aspects and/or processes to get overlooked by individual raters. More than likely, during rater training, there are several raters being trained at the same time by one rater trainer. This has a tendency to lead to some bits of information getting missed by some trainees. I believe this practical simulation takes each rater through the paces again, but on an individualized level. This should help to fill in any gaps of information and/or processes involved in rating a house. I can offer myself up as an example of this. During my runs through practicing for this exam, I discovered that I should have been opening a door/window to the outside during total duct leakage testing. I hadn't been doing this prior to going through the practice sessions of the practical simulation. But, now I do this. I suppose one question is how did this bit of information not get to me. Was it something that was stated during my rater training but I missed it? Was it not stated during my rater training at all? I can not answer these questions. And perhaps that's a whole other issue. But, my point is that I learned something from the practical exam that I had missed at some point along the line of my rater training, and now my ratings are more accurate because of it. And I imagine I am not the only rater out there who has missed something during their training. The practical simulation serves a positive purpose, in my opinion. The main issue I had with the practical simulation was the simulation had glitches or code errors that made it not only frustrating to go through but damn near impossible to get an accurate score at the end of each practice run. I think if those glitches could be resolved, and the practical exam made seamless and accurate, it would serve as a good tool for all raters.

The simulation testing requirements should be utilized for new rater training only.

We have QA / QC from our providers that do the oversite. I do agree that CEU's should be required as with most other professional trades. I also feel that RESNET needs to be more open with accepting credits from outside sources such as BPI, AIA even from building code seminars.
