Rating Industry Achievement Awards
2010 Winners
To recognize leadership in the rating industry, the RESNET Board of
Directors has established the RESNET Rating Industry Leadership Awards.
At the 2010 RESNET Building Performance Conference, RESNET Board
President David Goldstein presented the leadership awards selected by
the RESNET Board. The 2010 RESNET Rating Industry Leadership Awards were
presented to:

RESNET Market Transformation Award
Although the Louisville Gas &Electric/Kentucky Utilities ENERGY STAR
New Homes Program is less than a year old, its remarkable progress makes
it worthy of this award. In its eight months of operation to date, the
program has established a network of independent raters, developed
processes for qualifying and enrolling builders, homes and raters,
introduced a modest incentive structured to encourage a diversity of
participation (building types, complementary services and advanced
energy performance), launched quality assurance monitoring, and training
sessions for raters, providers and the builder community.
Prior to the introduction of the program in February of this year,
E.ON U.S. estimated as few as two raters, ten builders and less than 50
non-military housing units were participating in the EPA ENERGY STAR
Homes program on an annual basis its Kentucky service territories. After
eight months, 153 builders and 24 Raters have enrolled, with more than
750 units registered, over 150 completed and more than half of the
commitment pipeline already under construction. Program enrollment
represents a market share estimated at 24% of permits in the counties
served by E.ON U.S. for the period through September 30, 2009. Program
design is based on a competitive HERS market with limited rebates to
encourage builder and rater participation. These incentives are
strategically structured to encourage the evolution of a robust market
for HERS Rater services. To support Rater entry into the market during
the first year of the program, new Raters can apply for a rebate up to
$1200 against the cost of Rater training (by a RESNET accredited HERS
Training Provider), as well as up to $500 for two pieces of equipment
(such as a blower door and Duct Blaster™)
after reaching specific milestones (10, 15 and 20 homes completed). .
This market is dominated by single family homes in small developments or
individual lots. Like most markets in the current economic climate,
homes are generally being constructed only as sold. ENERGY STAR
qualification is seen as providing differentiation - and the potential
of an energy tax credit for the buyer (the details of which are still
being developed by the State).

Texas Home Energy Ratings Organization
RESNET Innovation Award
The Texas Home Energy Rating Organization (Texas HERO) is a
non-profit, membership organization that exists to educate the public
and the home energy rating profession, provide a forum for home energy
rating industry cooperation on best practices, and assists builders and
homeowners in creating indoor environments that are healthy, safe,
durable, comfortable, and energy efficient through a comprehensive
application of building science. Texas HERO is nominated for the RESNET
Industry Innovation Award for the creation of the Texas Home Energy
Audit Program ("Program"), an innovative program built on RESNET
standards and assuring the reliability of Auditors’’ expert advice to
leverage energy efficiency improvement in existing homes.
The Texas Home Energy Audit program targets the existing homes market
and is helping to build an infrastructure to assist homeowners in
identifying cost-effective opportunities for energy efficiency with a
quality of service that's reliable and consistent. This is achieved by
training and certifying HERS Raters as Texas Home Energy Auditors to
conduct comprehensive home energy audits. The Texas Home Energy Audit
Technical Standard is an extension of RESNET standards for comprehensive
home energy audits and was the first comprehensive audit program
approved by RESNET. The Program provides a high level of quality
assurance reviews of home energy audits and the scopes of work produced
as a result of these evaluations. This level of auditor accreditation
and quality assurance builds credibility based on reliability,
consistency and value to homeowners.
